Here is an explanation.
My web host apparently reset the time on their server. They still haven't confessed to this to me, but oddly enough once I informed them of the problem, it went away. Coincidence? Hmmm...
Anyways the problem was the clock was set several hours back, so it was saying it was 2:00pm or whatever, and if you had actually posted at 2:30pm "real" time, it said "you cannot post again, please wait and retry" until the clock thought it was 2:31. Also, because people were logging out LATER then the time it supposedly thought it was, it was showing a lot of people online that really weren't.
Then, in an attempt to fix the problem, I upgraded PhPBB, which is actually a good thing, fixes a lot of security holes and minor bugs and so forth, but it overwrote all the images we had saved for the subsilver theme. No worries, working on getting everything back to normal!
