- This one you can edit this yourself:
In your control panel under
vbulletin options-
Message Posting and Editing Options
Minimum Time Between Posts
Set the amount of time to prevent spamming and flooding.
If you do not have this option then you may need to update to a newer release of vbulletin.

As far as the IP's go. I know there is a option to ban an entire IP range so they don't come back. Let me find it .. . I'll get back to you on that.
I would suggest if you are not having enough time keeping up with this spam, set the options to moderate new members from lets say 0-10 post or 0-5 post that way the public won't see there post till it's approved and if you approve them it's not spam no more moderation.
If you havn't already assign Moderators to the forum, I would suggest adding a couple.
