He could be just a brilliant person who thinks outside the box. Maybe he did the math and figured out that it was cheaper and more fuel effecient to run the generator than to run the cars A/C system.
He gets to run down the road in air conditioned comfort, Use all the horses his engine can make to put power to the ground and be able to thumb his nose at OPEC the whole time.
This guys an American hero! A trend setter! A model of good ol' 'get er done' ingenuity and resourcefulness.
Ok, maybe not. :)

or just some guy with a lot of time, a few beers and a junkyard near by
