Today while getting the oil changed, it was brought to my attention one of my pulleys was not moving while the truck was running. The serpentine belt was moving, but not the pulley marked #1 on the left side in the diagram below.

I then went to the dealership and picked up a new pulley. I got home and pulled the old pulley off, and put the new one on, but it still does not rotate when engine is running. I'm not sure how much to tighten the bolt down. I put the bolt in until it was finger tight, then used a 1/2" socket to tighten it down the first time. I then thought I may have tightened it down to much, so I loosened it just beyond finger tight, but that did not work. I can't imagine the bolt would only need to be put in by hand, I would think it would work it's way out. When I took the old one off, the bolt holding it on was tight and needed a little force to get it off. Any ideas? I was told the belt would eventually shred if the pulley does not move.
